LHP status (legality, availability etc)

Taiwan prohibits the import, sale and manufacture of e-cigarettes: the Taiwan FDA refers to e-cigarettes as an unregistered, prohibited drug. However, it is legal to own or use one, they are not hard to find and the segment is reportedly growing. Taxation

Excise and other taxes represent approximately 45% of the retail price of cigarettes in Taiwan. To compare tax rates on a country by country basis, this WHO site, although somewhat out of date, provides some insight.

Illicit trade

Taiwan’s illicit trade in cigarettes rose to 8.7% of total sales in 2013, according to Oxford Economics.
