LHP status (legality, availability etc)

E-cigarettes with nicotine are currently banned as unauthorized medicines. The government is reportedly considering prohibiting non-nicotine e-cigarettes as well. (ref 1); (ref 2). Taxation

Packaging and labelling requirements

50% of a cigarette pack is covered by graphic and text health warnings in English and Chinese (ref). Hong Kong is not debating plain packaging at the moment
